CALL FOR APPLICATIONS – PROJECT MANAGER 

The Foundation House (formerly known as Ipko Foundation), is pleased to announce a call for applications for the position of Project Manager for an anticipated long-term project, foreseen to run until the end of 2028. 

Please note: This is an anticipated position. Recruitment will be finalized only if the project is successfully awarded and contracted. The selected candidate will be included in the proposal as key staff and, if the project is approved, will be contracted to lead its implementation. 

Tentative Starting Date: October/November 2025, subject to project approval. 

Position Title and Duty Station 

  • Position: Project Manager 
  • Location: Prishtina, Kosovo (with occasional travel across Kosovo as required) 
  • Employment Type: Full-time, contingent on project approval 
  • Reports to: Senior Programme Manager  

Position Overview 

The Project Manager will play a central role in the overall planning, coordination, and delivery of the project. This position requires a highly motivated and experienced individual with a strong background in civil society project management, the ability to engage with diverse stakeholders, and a passion for advancing children’s rights and inclusive social change. 

Key Responsibilities 

  • Lead the planning, execution, and monitoring of all project activities in line with the programme’s objectives and timelines. 
  • Coordinate and build partnerships with local and central public institutions, as well as civil society organizations and networks. 
  • Promote and strengthen civil society engagement with a particular focus on children’s rights, social inclusion, gender equality, and civic participation. 
  • In cooperation with the Finance Manager, manage the project budget, ensure sound financial oversight, and provide timely narrative and financial reports. 
  • Oversee Monitoring & Evaluation (M&E) frameworks to ensure accountability and evidence-based learning. 
  • Ensure meaningful child participation and inclusion of marginalized groups throughout project activities. 
  • Integrate advocacy, inclusion, digital transformation, and gender equality into all aspects of the project. 
  • Organize trainings, advocacy events, and multi-stakeholder events to advance project objectives. 
  • Foster collective learning, knowledge exchange, and joint advocacy among partner organizations. 

Required Qualifications 

  • Bachelor’s degree required; Master’s degree preferred in management, law, sociology, social sciences, or other relevant fields. 
  • At least 5 years of professional experience in civil society organizations, including a minimum of 4 years in project management roles working with international donors. 
  • Demonstrated expertise in child rights, education, inclusion, or human rights advocacy. 
  • Proven ability to manage budgets, apply M&E tools, and produce high-quality reports. 
  • Strong experience in engaging and collaborating with public institutions and NGOs. 
  • Excellent leadership, negotiation, and communication skills. 
  • Familiarity with digital tools and an understanding of the role of digitalization in advocacy and civic participation. 
  • Fluency in English and Albanian (written and spoken). 
  • Strong commitment and enthusiasm for promoting children’s rights and strengthening civil society. 
  • Valid driving license as the project foresees frequent travel to 4 municipalities in Kosovo. 

 

Expectations from the Candidate 

The selected candidate is expected to demonstrate integrity, professionalism, and a strong commitment to human rights principles. They should be able to deliver results within agreed deadlines while maintaining high-quality standards, take initiative and propose practical solutions in complex situations, and work effectively with diverse teams and stakeholders. Equally important, the candidate should uphold the highest levels of transparency and accountability in all aspects of project management.
