Duties and Responsibilities
The Development Manager will lead the organization’s program development, fundraising, and strategic partnership efforts, with a focus on building a strong pipeline of high-quality programs and funding opportunities.
- Program & Proposal Development
- Lead the development of new programs and initiatives aligned with the organization’s mission, strategy, and emerging needs.
- Develop concept notes, grant proposals, expressions of interest, and other funding applications.
- Prepare project narratives, theories of change, logframes, work plans, budgets, risk frameworks, and sustainability approaches in coordination with relevant teams.
- Ensure proposals meet donor requirements, priorities, and submission standards.
- Funding & Resource Mobilization
- Proactively identify and assess relevant funding opportunities from institutional donors, foundations, embassies, international organizations, and the private sector.
- Maintain and continuously develop the organization’s funding and proposal pipeline.
- Analyze donor priorities and recommend opportunities with the strongest strategic fit and funding potential.
- Contribute to the organization’s broader fundraising and resource mobilization strategy.
- Partnership & Donor Development
- Identify and cultivate strategic relationships with donors, foundations, government institutions, private sector partners, universities, NGOs, and international organizations.
- Initiate and coordinate consortium-building and partnership discussions for new funding opportunities.
- Maintain relationships with existing and prospective donors and partners.
- Represent the organization in relevant donor meetings, networking events, and strategic discussions.
- Internal Coordination & Development Planning
- Coordinate proposal development with program, finance, communications, management, and external partners.
- Ensure consistency between program design, budgets, implementation plans, indicators, and donor requirements.
- Track submitted proposals, donor feedback, funding secured, partnership status, and upcoming opportunities.
- Strategic Growth
- Monitor relevant social, economic, policy, donor, and sector trends that may inform future programs and partnerships.
- Develop new program concepts and strategic initiatives that strengthen the organization’s impact, positioning, and long-term sustainability.
- Provide management with regular recommendations on priority funding opportunities, partnerships, and areas for organizational growth.
Qualifications
- Bachelor’s degree required; master’s degree in international development, Political Science, Public Administration, Nonprofit Management, or a related field preferred.
- At least 4–5 years of professional experience in program/proposal development, fundraising, or grant management within the nonprofit, donor, or international development sector.
- Demonstrated track record of writing and winning proposals for institutional donors (e.g., EU, USAID, UN agencies, embassies, foundations).
- Experience building and managing consortium partnerships across NGOs, government institutions, universities, and the private sector.
- Familiarity with results-based program design tools, theories of change, logframes, indicators, work plans, and budgets.
Requirements
- Fluent professional English (written and spoken), sufficient to draft polished donor-facing proposals and correspondence independently; Albanian fluency required, additional regional languages an asset.
- Proven ability to manage a live pipeline of multiple simultaneous proposals, deadlines, and donor relationships without dropping details.
- Strong analytical skills to assess donor priorities and match them to organizational strategy and program fit.
- Excellent interpersonal and representational skills, comfortable presenting the organization in donor meetings, networking events, and partnership negotiations.
- High attention to detail and consistency across narrative, budget, indicators, and donor compliance requirements.
- Ability to work cross-functionally with program, finance, and communications teams under tight submission deadlines.
- Proficiency with Microsoft Office/Google Workspace; experience with grant/CRM tracking tools a plus.
- Full-time, on-site availability.
